Nothing is more embarrassing than being a Kenyan, of a country of peace, and not knowing the composition of the chief peacekeepers, the maintainers of law and order – the Kenya Police – and good job! (To them).

For you, like in primary school, I won’t say to you, “Pull up your socks” and be a good, ‘patriotic’ citizen because, again, there is nothing more confusing than distinguishing police departments in Kenya:

That is because the Kenyan police have different organizational structures, split further into major to minor and still differing Units or Formations for easier administration and enforcement of law and order.

Without even mentioning the hot debate that the two main divisions of the Kenyan police force always cause, that is, the Kenya Police Service and Administration Police, inside them, each also has different directorates with varying roles!

For instance, some tasks of one of the directorates of the Kenya Police Service, the Directorate of Operations, include offering executive foreign VIP protection and coordinating the security of the Head of State and other state visitors. But in the Administration Police, the supposedly same body is called the Directorate Of Security Operations, providing crime and conflict mapping analysis and overseeing all security operations within the country.

So, what is the difference between the Kenya Police Service and the Administration Police?

To help everyone distinguish between Kenya Police and Administration Police, it is easier to start at the top because, at the national level, the whole police force is headed by one Inspector General (IG), who the National Police Service Act, 2011, the rules governing the law enforcement officials in Kenya, say is under independent command.

The Inspector General of Police heads the National Police Service (NPS), comprised of the now-in-discussion Kenya Police Service and the Administration Police Service alongside the Directorate of Criminal Investigations and the Internal Affairs Unit, which receives and investigates misconduct, corruption and other complaints against police officers.

That means the Inspector General is the country’s police chief and has roles spanning policy in the Service.

With the help of the National Police Service Commission (NPSC), the IG advises the Government on policing matters and services and supervises the implementation of policy decisions that ensure a safe and secure working environment for the police to enhance the quality of life of both the law enforcement officers and the citizens.

Focusing on the Kenya Police Service and the Administration Police, below the IG, are two Deputy Inspector Generals (DIG) heading each of these divisions since, as stated, the Inspector General is ‘independent.’

So that is similar – the Kenya Police Service and Administration Police are on a Deputy Inspector General’s command – responsible for their day-to-day administration and operations but on the direction of the IG. Then, where is the difference?

Well, Kenya Police and Administration Police differ in formations and functions, aside from the normal maintenance of peace and order, apprehension of offenders, preservation of peace and protection of life and property duties, for which all are responsible.

If you look at the two police departments, first, you will notice that the Administration Police has fewer units than the Kenya Police Service, which has many of them and more specialized ones.

In 2019, the total number of national secondary schools in Kenya was 105, but after the Ministry of Education included special needs schools in that category, the number, as of 2020, rose to 126. But these schools, prestigious schools, are going to lose their coveted titles, or rather, the ‘nation school’ status soon:

Onward, the government is planning to scrap the national school status with the current shift from the 8-4-4 education system to CBC, the controversial Competency-Based Curriculum (CBC), which follows a 2-6-3-3-3 education cycle;

That is two years in pre-school, 6 in primary school, 3 in junior secondary school, another 3 in senior school and the last 3 in university or college.

According to Education Principal Secretary Belio Kipsang, the government is doing away with the previous categorization of schools based on infrastructure, history and performance, and it is reclassifying them for the benefit of learners who are currently on CBC.

He said all secondary schools will soon be called senior schools, but they are yet to come up with detailed categories which will take into account the respective education offerings of each school.

“We will soon convene a stakeholders engagement on the pathways and pathway placement in Senior School,” PS Kipsang said on Thursday, April 25.

However, what is known is that the specialized categories of senior schools will be derived from the core subjects in that institution if they would be majoring in either Science, Technology, Engineering and Mathematics (STEM), Humanities and Arts, and Creative Arts and Sports.

In August of 2022, the then Cabinet Secretary for the Ministry of Interior and Coordination of National Government Fred Matiang’i, and the authorities concerned with Kenyan roads and their safety, including the Ministry of Roads and Transport and National Transport Safety Authority (NTSA), announced the launch of new generation number plates to replace the old ones and drivers and car owners were mandated to apply for it before the deadline set around October of 2023 at that time.

It was because the new form of number plates uses RFID (radio frequency identification) tagging, which allows instant and automatic car identification as it can be scanned by traffic police using chip-readers from a distance of up to 100 metres.

Because of the enhanced security features, vehicle owners in Kenya were lawfully forced to get these new generation number plates, also referred to as digital licence plates or reflective number plates, to curb theft and fraud.

But today, still on Kenyan roads, it is not surprising to see some vehicles having the old type of number plates and if you are wondering why, it is because even after the rumoured April 1, 2024 deadline, NTSA is still urging motorists to apply for digital plates as the applications have not yet been closed.

How do I apply and get new generation number plates in Kenya?

As stated, NTSA, National Transport Safety Authority, is the issuer of this new generation number plates as it is the chief government agency tasked with planning, managing and regulating the road transport sub-sector in Kenya.

And since NTSA moved all its services to the E-Citizen Platform and closed down the NTSA TIMS Account, the application for the digital licence plates is via E-Citizen by following these steps online;

2. Enter your details to log in and access government services
3. Go to the NTSA Service Portal
4. Click on the View Motor Vehicle tab to see all its motor vehicle services
5. In the menu, select ‘reflective plates’
6. Choose your desired design of the digital number plate based on shapes as either oblong or square for motor vehicles and motorcycles
7. Attach the required documents in the next section in one PDF format
8. Check if the filled information is correct, then scroll down to tick the declaration box for consent
9. Proceed to pay
10. Wait to collect the digital number plate from NTSA offices

How much does the NTSA digital number plate cost in 2024?

You will need to pay Ksh3,050 to get the new generation number plates from NTSA, and you will be issued a pair of reflective plates. If you want a single number plate, the charge is Ksh1,550 in 2024.

After applying for it, the waiting time before you can collect at the Authority’s offices is seven working days. You will be informed via SMS when it is ready for collection.

What are the collection requirements for new plates?

When you go to collect the new generation number plates from NTSA offices, there are some documents you need to take with you:

Carry your National ID, Smart Driving Licence, your current logbook plus the previous one if there is one and copies of original IDs and have the old plates for disposal.
