Special House Committee Investigates Worldcoin Operations in Kenya

Lawmakers have opened investigations into the internet currency Worldcoin (WLD) a few weeks after the Ministry of Interior and National Administration suspended its activities on August 2, 2023.

Following privacy concerns raised by several parliamentary officers under the leadership of Speaker Moses Wetangu’la on their August 15 Sitting, the Members of Parliament agreed on forming a 15-member inquiry team to probe the operations and risks of the iris-scanning crypto venture that processed sensitive biometric data on an unknown number of Kenyans for a token of Ksh7,000.

A decision was made that the MPs who will sit in the joint committee to examine the Worldcoin project would be picked from three Departmental Committees; Administration and Internal Security, Communication, Information and Innovation, and Tourism and Wildlife, and the position of chair selected by the Speaker.

Now, in the latest development from the Parliament, Speaker Wetangu’la said, “Each of the three Committees has nominated five Members from their respective memberships,” and Narok West MP Gabriel Tongoyo will lead its inquiry as its Chair to unearth the authenticity and legality of the project.

The Administration and Internal Security Committee nominated Lari MP Mburu Kahangara, Women Representative for Elgeyo Marakwet Caroline Ng’elechei, Peter Kaluma of Homabay Town Constituency, and Sara Korere (MP Laikipia North).

On its side, the Departmental Committee on Communication, Information, and Innovation nominated its Chair, John Kiarie (MP Dagoretti South), Tetu MP Geoffrey Wandeto, Keiyo South legislator Gideon Kimaiyo, Shakeel Shabbir of Kisumu East, and nominated MP Irene Mayaka.

The Tourism and Wildlife Committee selected its Chairperson, MP Kareke Mbiuki of Maara Constituency, MP Geoffrey Ruku of Mbeere North, Dr. Edwin Gichuki (Mathioya), Ruweida Obo of Lamu East Constituency, and Innocent Maino Mugabe of Likuyani as their representatives in Worldcoin investigations.

Speaker Wetangu’la nominated three other lawmakers who will take part in the probe but won’t have a right to vote on the committee matters: “Considering the nominations from the Committees and in consultation with the House leadership, I have co-opted MPs Gitonga Mukunji (Manyatta), Umulkher Harun Mohamed (Nominated) and Fredrick Ikana (Shinyalu).”

This special committee will engage other relevant departments, ministries, and other government agencies like the Office of the Data Protection Commissioner (ODPC) and come up with a report latest on September 28, 2023.

Righting the Wrong of Land Grabs: The Truth About Lavington Land Case

It is painful when you wake up one day and find a person telling you to get out of your home in which you have lived for over three decades, not even via notice reading ‘vacate the premises’ or a court order but an individual literally ordering you to leave with immediate effect because that is not your land. Imagine that. Painful, right? But what if it is a result of your actions?

When officers from the Directorate of Criminal Investigations (DCI) unit arrested an elderly man of Indian descent on August 19, 2023, concerning a Lavington land case, Kenyans online sparked outrage, raising fears of predatory land grabs and threw all the blame and curses to private land developers and greedy moneyed government officials, a notorious group of land speculators with a history of eyeing even cemetery lands and swamps to build flats.

The DCI arrested Mahesh Kumar Bhatti based on a complaint from Munir Ahmed Chaundri, a 75-year-old Kenyan who lives in the UK. The Lavington land under contestation here is a registered prime parcel of 209/7771/2. What is the story behind this piece of land?

Based on Chaundri’s revelations and DCI investigations, which have been on since the case was reported on February 28 this year, here is what you need to know about the Lavington land case:

On July 21, 1971, Chaundri and a man identified as Malkiat Singh Assi (deceased) pooled funds and bought a 0.3132-hectare land in Lavington. After six years, in 1977, the registration of this property was completed, and these two buyers got land evidence records and titles. The original Land Registration number was 209/7771, and Chaundri and Malkiat owned it as joint tenants.

In Kenya, Joint Tenancy is guided by Section 102 of the Registered Land Act Chapter 300 and applies where property is held in two or more names. It vests equal ownership interests, rights, and obligations to the people listed as possessors, giving a special right of survivorship whereby when one passes on, the property belongs to the surviving ones.

After 17 years, On July 25, 1988, Chaundri and Malkiat decided to subdivide their jointly owned property, and after getting approval from the defunct Nairobi City Council, the original 209/7771 Lavington land underwent subdivision process to birth two plots of Land Registration No. 209/7771/1 and 209/7771/2.

The first lot, 209/7771/1, measuring 0.1569 hectares, was then sold to TM AM Construction Group Africa, a company owned by Baldev Bhatti, the father to Mahesh Kumar Bhatti, whose wife is Anita Bhatti, who says they have been occupying the whole land for close to 30 years.

Chaundri furnished the DCI with the plot sale agreement between him and the 74-year-old Mahesh’s father (Baldev) dated December 18, 1987. The second patch of land of LR number 209/7771/2 remained under Chaundri and Malkiat’s name, but later on, Baldev wanted to purchase it almost immediately after buying 209/7771/1.

However, he changed his mind in a letter of cancellation on March 11, 1989, a letter of reference number PJP/989/2, written by lawyer Pramod Patel. So, Baldev remained in his land while the other remained unoccupied as the two owners, Chaundri and Malkiat, were engaged in activities that mostly kept them outside the country.

In August 2006, Malkiat came to Kenya and held talks with Baldev if he would purchase the 209/7771/2 land, but he rejected the offer. Nonetheless, they agreed to construct a perimeter wall covering those two plots as one and a permanent gate for security purposes using TM AM Construction Group. It was a success.

Through the years, Malkiat’s life reached its natural conclusion, and because of the previous Joint Tenancy agreement in which his wife was the nominated heir, Chaundri and Kamla Assi became the owners of the Lavington land.

Why was the family evicted from their Lavington land?

Chaundri has been visiting the 209/7771/2 Lavington land, but in February 2023, he was denied access and rushed to the DCI, where he provided all land ownership evidence and filed a complaint against Mahesh, who claims they own the entire land, leading to his arrest.

In the same February, armed with the original title deed, Chaundri registered a power of attorney In the Ministry of Lands, which gave one Bashir Abdul Reheman powers to act on his behalf as an agent or attorney-in-fact.

Chaundri and Reheman partnered for joint investment, and the Lavington land was put forward as Chaundri’s part of the investment in their business deal. So, with the power of attorney, Reheman carried out the evacuation of Mahesh’s family.

Malkiat’s wife, Kamla Assi, was interviewed and gave her part of the story, confirming Chaundri’s accounts. She also provided the death certificate of her husband and their marriage certificate.

Chaundri and Kamla have been making timely payments of land rates as legitimate owners of Lavington land. The DCI proved their case and moved to question the occupants who should be lawfully occupying 209/7771/1 and not 209/7771/2.

SASRA: List of All Licensed Saccos in Nairobi County

Sacco is the short form of Savings and Credit Co-operative Society. When they are many, they are Saccos. These are nonprofit financial organizations, similar to credit unions in operations, which work towards the financial well-being of their members by offering slightly cheap conditions on their loan products than traditional banks.

When comparing Saccos and banks, they are similar in some functionalities as they both offer a variety of deposit accounts, high-yield savings accounts, loans, credit accounts, and even checking accounts, with a number of them giving ATM and debit cards to their members.

However, Saccos differ from banks in that they are categorized as nonprofit financial institutions, investing back a significant portion of interests earned from loans into the products they offer or pay as dividends to members, unlike banks which invest their interests elsewhere, for example, in real estate and government security and give profits to shareholders.

Since Saccos are owned by members, some Saccos accept membership from only a category of people; for instance, for the United Nations DT Sacco, only the staff of United Nations Agencies, Diplomatic Missions, and their immediate family members can join, but there are Saccos which welcomes everybody to join as long as you meet the laid out eligibility requirements.

Fit to Fight? How Long You Will Run On KDF Recruitment Day

The Kenya Defence Forces (KDF) Recruitment for the 2023/2024 cycle will be starting this August, on the 28th, and to many civilians who want to serve the country as preservers of peace and security, it is time to live up to their dream by turning up at various KDF Recruitment Centers when the day arrives.

But there is this aspect of running. That which is feared the most and discourages many from participating in any military recruitment. How many kilometers do KDF recruits run on recruitment day? Why is it so important? Vice Chief of the Defence Forces (VCDF) Lieutenant General Jonah Mwangi answers;

In an interview on JKL Live at Citizen TV, Lt Gen Mwangi, who is also the Vice-Chancellor of National Defence University-Kenya, said that in a service where physical abilities are essential for effectiveness and survivability, potential KDF soldiers should be able to run at least 5km on the day of recruitment to demonstrate military fitness.

“You need to be physically and medically fit, and some of the challenges, particularly those that are underlying will be detected better if you are subjected to physical exercise. It is very important. Some people don’t even know that they have pre-existing conditions until they undergo that five-kilometer run,” Lt Gen Mwangi said while cautioning those having serious health issues from going for KDF Recruitment because “it will lead to disaster.”

While commenting on why the Kenya Defence Forces check the teeth before one is considered for recruitment, yet they are not going to bite the enemy in defense, Lt Gen Mwangi explained that those in KDF training programs are prone to some dental accidents and those with weak teeth might lose some, forcing for hospital admission when supposed to be training to defend the country.

However, there are some special considerations: “We realized that there are areas in this country where water has high fluoride content. Therefore you will have people with low to medium teeth discoloration and those that are severe. Low to medium can be looked at, but if you have severe discoloration, it is an indication that you have a problem with bone structure and thus prone to those accidents,” he stated.

To join KDF as a man, you must be standing at a minimum height of 1.60m (5ft 3in) and 1.52m (5ft) for women. Also, prospective military personnel must weigh above 54.55kg (males), and the females’ weight requirement is 50kg.

The Vice Chief of the Defence Forces says that these body composition standards show the suitability of a recruit to stand weight-based training before serving in the military service.

Lt Gen Jonah Mwangi joined the KDF as an Officer Cadet on May 14, 1982, was commissioned as a Second Lieutenant on April 14, 1983, and got posted to the Kenya Army Artillery as a Command Post Officer. In a journey of endurance and patience, he disclosed that it took him nearly 40 years to scale the ranks of Lieutenant, Captain, Lieutenant Colonel, Colonel, Brigadier, and Major General to become a Lieutenant General.

MPs Visit Maseno University After Audit Showed Overinflated Infrastructure Budget

The National Assembly Public Investments Committee (PIC) on Governance and Education conducted a visit to Maseno University as part of its inquiry into a report by the Auditor General, tabled in Parliament on July 5, 2023.

Led by Bumula MP Wamboka Wanami Jack Nelson, the parliamentary officers were at Maseno University on August 15 in a procedural obligation to scrutinize its infrastructure projects after the public spending watchdog Office of the Auditor-General sounded alarm, citing a likelihood of profiteering pricing in its construction costs.

“The focal points of the inquiry revolve around the construction of a sewerage system and the effective use of a substantial 500 million Kenyan shilling loan secured for the construction of hostels and a tuition block. With the intention of unraveling the complexities surrounding these projects,” PIC on Governance and Education said in a statement.

Wamboka, who is the Chairperson of that committee, directed the university’s management, headed by Vice Chancellor Prof Julius Omondi Nyabundi, to release all financial documents for all phases of the construction projects under assessment. He also directed a constitution of a team of quantity surveyors, architects, and other professionals who will look into the presented documentary evidence for material errors and compliance.

These efforts, according to Wamboka, are aimed at combating corruption cases at institutions of higher learning in Kenya which is to blame for distorting economic incentives, undermining their day-to-day smooth running.

“The inspection visit at Maseno University epitomizes the dedication of the Committee to uphold transparency, promote responsible resource utilization, and foster a culture of effective oversight within the realm of higher education.” He said.

Further, the Public Investments Committee on Governance and Education will also put other queries lack of ethnic diversity in the university and operational discrepancies within its Procurement Department in the spotlight of investigation.

The members of PIC Governance and Education are in the Nyanza Region for a week and will be checking with other institutions, among them Kisumu National Polytechnic, Jaramogi Oginga Odinga University, and Ramogi Institute of Advanced Technology.

Several education stakeholders and leaders criticized the high university fees in Kenya, with a section of opposition leaders saying that it stands in the way of rising enrollment witnessed in the past years and at a time when there is a lack of wage growth among many parents who are supposed to cover for the tuition costs.

Moi University Degree Courses, Cluster Weights and Cut-off Points for 2023/24 Academic Year

The only guide you need to select a degree course in Kenyan universities, for instance, Moi University, is cut-off scores which are computed by Kenya Universities and Colleges Central Placement Service (KUCCPS) based on cluster weights of the four core subjects that are fundamental for enrollment in a particular discipline.

These cut-off points demonstrate the student’s ability to apply quantitative reasoning to the degree they qualify to pursue. It also shows the probability of successfully learning the set of skills in the course in preparation for a job or career.

If you received admission to Moi University and you are expected to join this higher learning institution in the new Academic Year that starts in September 2023, it means you qualified for the course after meeting all the requirements for it.

However, that KUCCPS calling letter is not binding. In that, you must pursue that particular degree at the Eldoret-based university in Kesses. Depending on your dreams, goals, talent, and other preferences, you have the freedom to change courses provided it falls within the set cluster points and weighting, but because the KUCCPS revision of courses expired on August 15, you will be able to shift faculties only at the university after admission in the orientation period.

Moi University sends out offers of admission to the Class of 2027

The next Semester of the Academic Year 2023/2024 will begin early in September, and the entering class who majority will complete their four-year training in 2027 will get admitted thereon. Moi University has offered admission to 5,480 new students under the KUCCPS Government Sponsorship Service. They are more by 293 compared to the 5,187 learners who joined the institution in September 2022.

Where can I find my Moi University admission letter?

If you are an incoming undergraduate student and need to access your admission letter, you can do so through the Moi University Admissions portal. You’ll need a digital yellow background passport photo (160px by 160 px), scanned National ID card/Birth certificate, copy of KCSE Results slip, KCPE Results slip, and any other qualification documents, and a duly filled Medical Form (MUJI/3).

To access the MU Admissions portal, enter your KCSE number in the format XXXXXXXXXX/2022, where X… is the index number, and 2022 is your KCSE year.
